Yes it would be smart but it would also be impossible. It will take a long time and some hard sacrifices in cutting many government programs that our current leaders refuse to cut.

You always want a balanced budget, that is ideal (or surplus funds or whatever). Our politicians are too busy playing games trying to screw each other that they can't work together on a solution right now, and balancing the budget is getting harder and harder the more out of whack it gets..
