How did Delaware belong to William Penn?

i thought the Duke of York owned it after he took it from the dutch. how did it end up to william penn

    August 24,1682, a grant to Penn of the region on the western shore of Delaware Bay from New Castle to Henlopen was made by the Duke of York. This grant contained no rights of government. By the charter of 1701 Delaware was empowered to have a government separate from Pennsylvania. On November 22, 1704 the first independent assembly met at New Castle. Down to the American Revolution both provinces were under the same governor, save that the King had to approve for Delaware.
