Is a volunteer sample also a simple random sample?
I have a HW question where in a scenario people have an option to call a hot-line and vote on a competition in a tv show. The question is asking whether or not this is a simple random sample (ie everyone has the same chance of being selected to answer the question)
Now I know that the survey is a volunteer sample, but what I'm not sure of is if a volunteer sample can also be a simple random sample

A random sample of what ? You might have a random sample of the people who call in; but it is not a random sample of the people who were watching the show. (Nor is it a random sample of the population at large, because only those people who saw the show have the opportunity of calling.) A self-selected sample is not random, because there will obviously be a certain proportion of people (possibly quite a large proportion) who have no chance of being selected, because they don't call in. So I think the answer to your question is no.
