Could any element turn into any other element through nuclear transmutation?

Could any single element be transmutated into hydrogen through fission, could hydrogen be turned into any single element through fusion? Other elements? Could, in theory, we go anywhere in the universe and take any single abundant element plus energy and create any element we could possibly need?

    You probably could however, i thought it would have been easier to achieve other elements by nuclear decay

    yes we could do that, but it would be highly inefficent and nearly impossible with a lot of energy which make this process impractical, y not just find those elements instead of making them
