IT'S NOT IN FALADOR!
It moved a long time ago. I forget the reason why....
But anyways all you need to know is it's SOUTH of the GRAND EXCHANGE in VARROCK!
Look on your "World Map" in the top right hand corner of your screen for the exact location, it's JUST west of where you start the quest "Gertrudes Cat"

I personally have a current level of 58 Runecrafting. My method was creating air runes levels 1 to 30, then earth runes from 30 to 50. From 50, I just used water runes with teleport tabs from the Runecrafting Guild. However, I used gloves for all of my training. The only time you would not use gloves is if you're a low level skiller. Otherwise, it's extremely easy to obtain if you are a high level in combat. Back to the topic, air runes would be best without gloves from levels 28-50. On the other hand, keep in mind this will take an EXTREMELY long time without gloves, as one inventory only provides 140 experience. If you are a skiller, good luck training without gloves at all. If not, I highly suggest you earn some tokens in Fist on Guthix for valuable gloves. Good luck with your training.

At last check, it was right were it's been the whole time...
Just south of Falador & NW of the crossroads. You can typically find a couple of people making runs to it from the Eastern Falador bank.
If you have an Air Talisman, you should have minimal problems finding it!
