So, I'm trying to learn it. Can anyone help me with ways to make it fluid but powerful?

The ONLY way is to keep practicing it, and to be critiqued on it by someone who knows the form. Your goal - once you learn the movements - is to be able to think ahead more than just the next technique. That will allow you to control rhythm, and it is rhythm that is the secret to fluidity. Once you've found a "beat" or rhythm to the form, maintain it, but as was mentioned, you need your techniques to be sharp. Your kicks need to be high, your stances to be exact, and your punches and blocks need to snap the uniform. All the while, be sure to maintain eye contact towards an imaginary opponent your height and just a few feet in front of you. So, don't look on the ground or let your eyes wander.
You need to know more than just the techniques of the form; you need to understand the form.

EE, Yi Jang is an early form so it's not going to be really fluid. You can make it powerful by snapping each movement. Downblock hard and fast, wait one second, middle punch fast and hard, etc. Make sure and keep a slight bend in your elbow on the punches though, overwise you put stress on your elbow.

Don't worry about that it'll come just keep practicing. If you need help I found youtube to help a lot. I look on it now to review all the forms. Sorry I can't help you just keep practicing slow and concentrate on learning the form with good footwork.
