2002 hyundai elantra idles rough (surgin idle)?

My wife drives a 2002 Hyundai Elantra and we have started having problems with it recently. The car idles very rough, and the idle surges. The idle speed is also too high. The car idles at 1500 rpm with surges up to 2000 or sometimes 2500 rpm. The surging isn't random, it repeats over and over agian. As soon as it hits 1500 rpm it starts back up to 2000rpm. As soon as it reaches 2000rpm it starts going back down to 1500 rpm.

The car threw a code for the IAC. I removed it, cleaned it, and re-installed it. The idle did lower a bit, but was basically unchanged. At that point, I had a vacuum leak at the base of the IAC. I used RTV sealant and no longer have a vacuum leak. I sprayed carb cleaner around searching for more vacuum leaks, but could not find any more. The issue is still present.

If I unplug the IAC the idle increase a few hundred rpm and smoothes out. There is no more surging, but it is probably idling at around 2000 rpm.

    IAC resistance needs to be checked with a VOM against spec. All you've done is wipe it off and put goo on it. Now test it.

    The intake manifold gasket is cracked causing a false air signal affecting fuel injection and engine timing. Seen it many times. Replace the gasket and problem is solved.

    Spraying carb cleaner around looking for an air leak will not find the problem but brake cleaner will - it has propane as a propellant and makes the engine react when the extra fuel goes into the engine.

    Mass Air Flow sensor right next to air filter, I had the same problem and they are expensive! Part alone from autozone was $300.00 and I fixed it myself. It has a lifetime warranty.
