What does the "disproportionate" mean? Aren't stratified samples supposed to be proportionate to the population? Thank You for your help?

No, stratified samples are made to represent certain population segments in a proportion chosen or tuned by the study. It's quite possible to stratify the sample according to cultural identification or by political activity.
