Help with a Stats question?

"A stratified random sample of 2,517 of the original 15,000 respondents chosen to produce a disproportionate number of both those active in politics as well as African Americans and Latinos."

What does the "disproportionate" mean? Aren't stratified samples supposed to be proportionate to the population? Thank You for your help?
