Does my cactus have an infection?

I have a large prickly pear cactus and I havent looked at it really until now. I noticed that on many of the"arms" there are medium sized dots. The ones closer to the center are white with outrage outline and the ones father from the center are all orange. Also near the top one branch has a layer of white dead looking skin and small yellowy bubbles. What is wrong and can i fix it?

    The white patches could be an insect that sucks the juice of the cactus. You can use a tweezers or forceps to pick one of the white cottony patches off. It should have a small insect covered in the cottony material. A red dye is extracted from a scale insect that infest prickly pear cactus.
