    I agree that it i9s a pasta cutter for making fresh pasta. Most have roller cutters. I use the roller/chopper from on TV to cut my noodles.

    A Pasta or noodle cutter.... this particular one looks like it could be used to cut fruit/veg finely also.

    Its a device for crumbing fat into flour to make pastry or rubbed in cake mixes. You use it instead of your hands to cut / rub the fat into the flour. It is supposed to keep the pastry lighter because the heat from your hand won't make the fat melt which makes the pastry tough, the fat stays in little flakes which makes the pastry light and crumbly.
