is it bad if the condom wont roll down all the way?
im 15, im about 5.5inchs length and a bit above 4inchs in girth and i use standard condoms. but they dont roll all the way down is that bad?

The fit has to roll down far enough to make a proper seal for the condom to be effective. 3/4 the way is sufficient to prevent any semen from escaping.
