They won't until Congress makes some decisions. If the lame-duck session does nothing, the IRS will put something out in December so employers know what to withhold, based on current law and on expiration of the cuts currently in effect.

The 2010 tax rates and brackets were set in late 2009. They were virtually unchanged from 2009.
What Congress will be working on shortly (hopefully at least) will be the 2011 rates and brackets.

Tax tables and yada will be identical to 2009; unless congress manages to screw them up before the end of the year.

they are the same a 2009, there has been no change, yet, but Congress is going back to work and
watch out!
