Does "You cannot view this question at this time" mean I'm blocked?

Yes, the asker blocked you. That is the message you receive when trying to view a question from someone who has blocked you.

The question is definitely still there because I just clicked it and saw it. Also, when a question is deleted it tells you it's deleted.

To unblock someone go to your profile page. Down at the bottom where your contacts are listed there is a tab that says "blocked users". You can view those whom you have blocked here.

To view people you've blocked and to unblock them, click on your avatar which will take you to your Y!A profile, scroll down to the Friends module and there is the list of users you've blocked.

The deal is tha you got blocked by someone so you should try and just ignore the person because there could have been something why the person did that.
