What does that mean? Does that mean to take it down and let immigrants in, or does it mean to block them from coming in?

well, it probably depends on who you're talking to, although I don't know of anyone who thinks it means letting everyone in. most people think in terms of blocking illegal immigration. some don't really distinguish that much between legal and illegal immigration, if you look around here. but certainly the government doesn't think in terms of blocking legal immigrants and temporary visitors on visas.
