a muscle fiber is controlled by a single neuron which makes a motor unit. a muscle has thousands of muscle fibers, that they are controlled by motor neurons, and contract when its motor units are stimulated. the muscle fibers of two different muscles are controlled by different neurons that make up different motor units. so the answer is no, they are not.
