Who regulates collections agencies in Canada?

I've been getting these calls lately looking for someone named "Thomas Chiu," by a woman named "Monica." I've told her repeatedly that there's no one named "Thomas" and I'm not related to anyone anyone by that name. It's suspicious because the originating number is an 866 (toll free) number.

A bit of hunting shows this number is used by CorDon, a collections agency in Toronto. Since I don't have any debts, and I'm not even the person they're looking for, I don't think they should keep calling me. Who do I need to complain to?

    20 years ago I worked for a collection agency. All collectors are liscenced and MUST abide by the rules or could lose their personal liscence as well as that of the agency if they really mess up.

    I worked at an agency for 2 years before I was fed up and quit. Collectors have "quotas" and are under the constant stress of being fired at anytime, which sometimes makes them "go to far" and be overly aggressive. Once you have been collecting for a while, you get to know who has the $ to pay, but tells you where to go, and ppl that have just fallen on bad times and would pay their bills if they could. The bosses do not care about the debtors or for the most part their own collectors. There are a lot of ppl out of work and a very high turn over rate at agencies....The bosses have a branch to run and bonuses to collect.

    If you feel there is threat to this toll free number calls then report them to the police for investigation.

    you can call them up and explain the situation. or you can send them a letter certified mail.
