NEITHER of those laptops is going to be good for gaming. Slow, single core processors are fine for web surfing, but are below the minimum system requirements for almost all current games, including WoW.
The Walmart emachines at least has a large enough display to play games on, but it's going to be painfully slow at best. The 9" acer has a very small screen that's really unsuited for gaming of any type.

If you only surfed the web, the atom would be suitable. Nevertheless, due to the game, I would guess the Celeron is a better choice. The celeron has a 1MB L2 cache, while the atom only has 512kB. Nevertheless, without further details about the game, these are only wild guesses.
I recommend you to look for the minimum requirements for the game. These requirements will tell you what is the minimum proccesor you will need to be able to play the game. If you have the budget, it would be a better choice to try to get the recommended requirements.
Please provide the name of the game for a decisive decision, or investigate the minimum and recommended requirements and make a choice based in that.
