Why and how do people get Tim Roth and Steve Buscemi mixed up?

These are two of my favorite actors, so I see this a lot, but I don't understand it.

They've done three movies together, but only one were they had scenes together. (Reservoir Dogs, Pulp Fiction and Pete Smalls is Dead).

They've been offered several of the same roles (Ted the Bellboy, Seth Gecko, Pete Bottoms).

Someone thought Steve was in Lie to Me, when that's Tim.

It can't be physical.

Tim is British and Steve is American. So, it's not the accent.

Is it just a case of not paying attention to who and what you're watching?

Is this question answerable?

Some folks just watch movies to enjoy the story being told. They don't really care about which actor is which, they just know them as 'that guy who was in the one movie' or ''that dude who looks like that other guy.' I wouldn't necessarily call it 'not paying attention'. Its more a matter of not caring who the specific actor is.

As far as I can recall, Tim Roth never wanted to get a pair of crotchless chaps.

They look somewhat similar but I've never mixed them up. They're completely different, lol.

Because they both look nerdy? White people look alike to me...can't even tell the difference between genders, LOL
