How do i become a texas resident?

I moved to Texas from New Mexico 6 months ago. I've heard so many different things about how to become a Texas resident, some say it takes 6 months, others say 2 years. Some say you aren't eligible until you're 23, some say 18. So my question isn't necessarily how do i become a Texas resident, but who do i need to CONTACT to get the CORRECT information on how to become a resident?? THANKS!
