From what I understand you need to have a site that you save your photos too, before you can place it on your email. When you retrieve it from a site off your computer it will convert it to HTML and can then be placed on your email. Email is designed with a text only language, ascii. Photo saving sites allows your photo to be written to the email via HTML language or code. In order to learn how to do this google how to display photos in email. The only other way I know unless you can write HITML code, is to use an attachment This you can also google. How to attach photos. This process requires that your recipient opens your attachment in order to view your photo.

Email doesn't have "wallpaper", it's text. Anything else depends on which email program you use. (And which one your recipient uses. If you use a feature his program doesn't have, the best you'll get is nothing.)
