Is it not the moral responsibility of Indian Supreme Court to ensure democratic functioning, dealt suo-motto?

As every body know from the media reports that over the years, the government(s) and law makers [parliamentarians and legislators] in India is spear-heading all sorts of corruptions with highest echelons of the administrative machinery only responsible and accountable.

Under these circumstances, is it not the duty of our Supreme Court to initiate 'suo-motto' actions to ensure that repetition of such incidents are curbed with the strength of legal/judicial applicability.

The four basic pillars for any healthy democracy are (1) honest, disciplined, and fast working judiciary, (2) responsible voters voting to power meritorius, dedicated, representatives, (3) honest, prompt, media, (4) honest, disciplined, punctual, dedicated, well paid, govt.machinery.

If these are the preconditions for any healthy democracy then there are much to be said about the working of all the four above basic pillars. Our indian democracy is very naive as compared to developed nations viz. USA,UK, Canada,Australia,Japan etc. and other developed democracies on this planet. The span of 60 years after independence is quite short time to learn lessons of democracy. It is a trial and error method.
