It got shut down, but it's only illegal to download copyrighted music/movies.

It was shut down by federal injunction a few weeks ago. Limewire doesn't exist anymore.

It's illegal, but the government can't do anything about it unless they explicitly catch you. You're fine for the most part if you download music.
However, uploading music/video/etc. to the internet that isn't yours is illegal as well, and it's a lot easier for the law to catch up with you, especially if you do in mass amounts.
