Why must you have straw in the doghouse?

I got a complaint from Animal control today because my dog was out and apparently we neglected him, so they looked and saw no straw in the doghouse( we have two but he doesnt use one of them) The one he does use has an old blanket in it. I called the office, and she told me you must have straw in the doghouse WHAT? He spends the night inside the house, and is in one of the warmest rooms. He's not exactly the smartest dog and weve tried straw, and he ate it.

Update:

It's a four year old boy lab. It's freezing at night where i live, and about 50 degrees during the day during winter

    They probably said that because Straw is the best insulation a dog can get for Winter.

    No stress, just spread some around in the house. Dogs love it, and it keeps the house and dog *very* warm. I could sleep in it, even.

    Straw is a good insulator but if your dog eats it, then I'd suggest buying a heat lamp to put in the dog house instead. Animal control will be happy as long as you have that and a thick blanket in there.

    While straw is good, you could try cedar shavings as well . The blanket is not so good because it will get wet and may not keep him as warm. A light bull for lizards along with a mechanics light will help if it gets colder.

    straw is a good insulator and will keep the dog warm. personally i would put down straw and then put a blanket over top the straw.

    its a great insulator my dog isnt exactly smart either (he ate steel wool once !!) what i would do is let him eat it - it cant harm him in any way but try to sprtits it with a vinigar water mixture of pineapple juice
