Can you identify this tool?

Found it in my parents' basement (they are packrats!).

I have something very similar that is a little smaller - for punching holes in fabric for eyelets (attaching metal rings for threading yarn or ribbon.) Imagine the loops in tennis shoes or boots, and you've got the general idea. I would think this would be used for the same thing, only on a little larger scale, maybe for leather?

That tool is for attaching 2 piece snaps caps together, as in vinyl boat covers etc. washer on one side, cap on the other side, fit the cap's stud in a pre-cut hole in the vinyl or other material and squeeze the handle. The hollow cap stud is compressed over the washer.

Looks like it could be for putting eyelets into belts or boots possibly. What else is there, have a good poke around!
