Yes, I live in NC. I do not know what area you are in, but if you want low income housing go to the Housing Authority, DSS, or to a Christian Ministry. Many times they can help you find a place based on income and will even help with furnishings.
If you are looking for an apartment use apartment finder or use the local paper, or call a realtor. Right now there are many home owners who have homes to rent. Ride around the area and look for signs.

Living w/ my sister-in-law & father-in-law b/c we couldn't afford rent anymore.
