Are the immigration delays at KLIA to be routinely expected?

About 2 weeks ago it took me 3 hours from deplaning to clearing customs.

A friend had an identical experience a week later. The delays are not at the Malaysian lines, just the foreign passport lines. Coupled with the closure of the sky train, this makes entering via KLIA an extremely unpleasant experience. Does Malaysia want to discourage foreign visitors?

    Actually it depends on the flight schedule...

    Lets say per 1 hour, normal flow is 5-6 flight to departure or arrive, but u said that u have to wait bout 3 hour to clear immigration, that's mean bout 10-15 flight departure at the same time (for international flight only, not included for domestic flight)

    So imagine 10-15 flight passenger (bout 200-300 passengers per 1 air-craft) 'Q' in the immigration line, how pack is it??

    Normally pack hour in the immigration line starts early in the morning (6-9.30am), afternoon (12-2pm) and in the night (8-9.30pm) and this is for the departure only.

    Meanwhile for arrival flight just 2 or 4 hours gab only from departure flight...

    It's true that the sky train or Aero-train being closed for upgrading maintenance but it won't effect on immigration 'Q' but only for departure gate passengers~

    You go to a foreign country , we follow their own rules in qualifying visitors to their country, my best advise is appreciate Malaysia's stringent evaluation of aliens in their country . so we are sure that the people we meet in the streets have been qualified well and not a threat to our safety .

    Anyway , the Malaysia experience I have every time I visit Malaysia is always worth the waiting in line .

    Enjoy and bask in the experience of good food , varied culture and taste and the shopping is great in terms of price and variety.
