Yes, they are the 30 Seconds to Mars symbols! I'm doing an art project, concerning outer space and am considering incorporating them into my project, except I know I should understand more about them first. As far as I know, the symbols represent the first four planets: Mercury, Venus, Earth, and Mars. My question: Is that correct, and what culture did these symbols come from? Or were they simply designed by someone for the band? Thank you in advance for answers :)

The meaning of any Unicode symbol can be found by copying and pasting it into the query box at http://www.fileformat.info/info/unicode/char/searc... and then pressing the Enter key, and then clicking on the highest choice that comes up.
The rough symbols you provide are:
1.) the Israeli new sheqel currency symbol (₪);
2.) Latin small letter o with stoke, used in Norwegian (ø);
3.) three occurrences of small letter l following one another; and
4.) a central dot, followed by o, followed by a full stop.
The symbols as used by the band 30 Seconds to Mars probably have an idiosyncratic meaning, but as the band has not explained them, anything anyone else could come up with would only be a guess.
The first might be, instead, a stylized version of §. Some have suggested an mm monogram with the two m’s turned and overlayed over each other.
The second does not have the bar passing through the circle and has small flags-like objects at each end of the bar.
The third is more like ≡ which is a mathematical symbol meaning “identical to”.
The fourth is fine.
No-one, so far as I know, have reasonably connected this set of symbols with any single set of symbols used in any culture.
The common symbols for the planets in western culture are ☿ for Mercury, ♀ for Venus, ♁ for Earth and ♂ for Mars.

it literally means 30 Seconds to Mars!
two 3's upside-down, it's hard to type
the circle with two lines going opposite ways to show time or seconds.
3 straight lines, but 2 white ones between.
And the last one is mars with two moons
