Why is there a disclaimer on the Allstate Auto Insurance commericals that says "Not available in all states"?

If its Allstate then shouldn't it be available in all states?

My personal opinion is that not all states want their residents to be misled and ripped off by having a substandard insurance company trying to repair vehicles with substandard aftermarket parts as Allstate so loves to do. Just my opinion

Because the accident forgiveness/bonus check program is not available in all states. Allstate does sell insurance in all 50 states, though.

That's just the company's name, has nothing to do with how they insure people.
