am I entitled to a full refund?

I recently bought something on ebay and paid £15 for delivery from germany. the seller used parcelforce and paid for express 24 delivery. using the tracking number this is what I get from the website,

03-12-2010 11:40 National Hub Received and processed

01-12-2010 16:36 General Parcel

I have since phoned them twice and the people on the phone told me they cant give me any further information on it and that there is no phone number for the office that it is at.

I have also sent 2 complaint emails using the website, with no reply.

when it finally gets delivered(if it gets delivered) will I be entitled to a full refund?

    I think it will probably be a lot of hassle to get a refund, just for £15. When you do get it try and send them a couple more messages and maybe ring them, and maybe go to management of the company, but only an email. I think the snow may have had something to do with it, and so i don't know if you really have a case.

    Your parcel is stuck in the main ParcelForce depot along will 15 million other parcels waiting for the weather to improve. It will turn up eventually.

    In English Law, it is the seller's responsibility to ensure that the goods are delivered. His liability doesn't end with taking them to the Post Office. However, this does not extend to overseas sellers.

    So what outcome do you want? You could ask the seller to refund your £15 and, if he refuses, file an eBay complaint, but there's no legal basis to your claim.

    They have Parcelforce in Germany?

    It's up to the sender, not you, to deal with the courier. If you paid extra for a service, such as next day delivery, and didn't get it, then you have a case for being refunded the extra, by the seller, who in turn will claim from the courier.
