Where's the Command Prompt?

I recently re loaded a Windows XP Media Center Edition (which i had lying around) because of a BSOD attack. I have a hp Pavilion laptop. Now I can't find the Command Prompt. I need to work in directly in DOS but can't get there from here. I think DOS is in there somewhere because I see XP is using DOS stuff like defrag and other disk mangement routines. Any ideas.

You should be able to go to the start menu -> run -> "cmd" (without the quotes)
