If you are computer illiterate, I can think of 4 options:
1. You might consider saving up, hunting and buying a site at a site broker (like http://www.websitebroker.com/).
2. As someone suggested above, hire a development team to engineer the website to your specifications, although that comes with a price, since you may need to hire front-end, back-end and specialised developers in Actionscript/Flash if you play on emulating Youtube (or you could go svg/canvas but probably not for a couple of years). Additionally, you'll need to either maintain your own server(s), or pay large amounts of money for a hosting company to maintain them.
3. Stop being computer illiterate and learn to develop web applications, and by that I don't mean picking up a book in HTML, but rather studying design patters, secuirty and network protocols as well as a suitable programming language, like Java, which is probably easier to pick up, and PHP/Javascript if you want to be typical. Don't forget CSS and XML.
4. OR, if you are not only computer illiterate but too busy to learn web development and too poor to pay a team of developers to engineer the next Facebook for you, you could reconsider your strategy and consider the following: hire 1 web developer to design you a SMALL, but EFFICIENT niche site for about $1,000 or less, and make it profitable by registering with ad networks, who will pay you money when people come to your site a see/click on the ads. Now, if you save your profits and develop your little site as a modestly profitable web business, you could SELL your little site and then hire 5 web developers to build you and even better site, and so on and so forth until you will be able to afford a development team capable of making you a social network, and then you'll be a billionaire.
If #4 sounds like a good idea, I could be that 1st developer that will charge you less than $1000 to make you a nice, little profitable site, like the following: (http://www.quebuensabor.com),/ which I just designed and sold to a client like you last week. Contact me at SirEphesus@hotmail.com if you're interested.
Cheers.

Before you hire anybody, you have to have them sign non disclosure agreements. To make a successful site, you're going to need to invest hundreds of thousands of dollars in development and marketing (millions of rupees).
