It depends on the custody agreement, if Mom has sole custody, she can do whatever she wants.

I think in the case of Missouri that depends on how many miles away a person moves.
Moving from St. Louis to East St. Louis is a very short hop and out of state. So is moving from KCMO to KCK. But I bet if someone moved from northern missouri to the southern missouri border that would still be in state yet several hundred miles of distance.
I live in California. California is a very large state. Divorced parents with custody need permission.
