What does this mean in Japanese?

第二小学校

Does it mean like a public school number aka Public School #2, or is there something like secondary elementary school? Or is it a round about way to say middle school?

Update:

Thank you, but it's in a Japanese Newspaper Article for an intensive Japanese course and is the only previously undefined word I didn't understand, so I'm fairly certain that it is Japanese.

    第二小学校 is the elementary school built next in the same city/town.

    If it is the third one,

    it would normally be called/named "the name of the city/town + 第三小学校".

    in Japanese

    小学校=elementary school

    第二=second

    literary second elementary school.

    In our town, we have

    城南小学校, and

    城南第二小学校

    When the second elementary school was built, the second was added to the name of the first school.

    It's chinese and it means secondary school, like the United State's middle school or Junior High
