In Tempe, I hear Top of the Rock at The Buttes Marriott is nice and has a great view. I've also recently heard of this place called House of Tricks in Tempe which is supposed to be good. It's a house turned into a restaurant with upscale menu items. In Downtown Phoenix, there's the Compass Grill at the Hyatt. The restaurant is in the circular part of the building at the top. The room actually rotates as you eat so you get a 360 view of Downtown and the rest of the Valley, which is pretty cool. Though I don't remember the food being anything special.

Can't think of anything other than that. Most of the fine dining is in Scottsdale.
