Webcam quality - Cable vs 3G?

I have a 10mp webcam able to produce a great image. When using a yahoo webcam on my Cable internet connection at home, the quality of the cam is very poor. I see the high quality image, but my partner sees a much lower quality image. When i switch and use my Mobile 3G connection with a rocket stick, I see the good quality image, and my partner also sees the good quality image. Any ideas why I cant broadcast the higher quality image on the Cable connection?

Update:

Cant be computer speed, I can replicate this on 2 computers, both work awesome with the 3G internet connection, and both work bad on the cable internet connection. As for whats under the hood.. I'm a CAD designer... Speed and RAM isn't a problem at all...

I do have cogeco Cable internet, and I'm suspicious about this connection. Just doesn't preform like a DSL connection I used to have, but surely a webcam broadcast cant use all my bandwidth!
