DPS keeps f****** up my computer! HELP!!!?

Okay, my computer was saying Limited Access to the WiFi connection, but i fixed the limited access part. But it still wont connect. The signal is there, it just can't connect. When I troubleshoot it, it says 'Diagnostics Policy Service is not running'. This is just the start of my problems.

Before this, I had a blue screen of death, so I tried a System Restore. Halfway through the restore, my power shut off and it never finished. Then i tried the repair restart and the battery run out halfway through. Now when I turn the computer on it says "The Diagnostic Policy Service service has been suddenly terminated. Windows must now restart your computer". So then it starts a cycle of restarting, getting the message, restarting, getting the message etc.

I'm using W7 and Comodo as my internet protection. I tried 'netsh winsock reset' in Run before also...

I really need your help!!!!

    hi, as i read your query i found there is a security issue in vista and windows 7 security levels are vary high for networking check with the firewall setting please let me know

    There may not be a virus on your computer the problem might be the battery on your motherboard? First you need to remove the side panel on your computer. Next you need to look at the motherboard for a nickel size battery, remove the battery which should be a lithium 3V battery. Once you restart your computer you will need to go into bios and reset time and date. Once you have done this everything should be working fine.
