Those 3 victories came to;

He is not considered a all time great because he lost most of all his big fights!
He was just a big attraction because of his looks and his style of fighting aggressiveness and he would fight anybody never ducked no one! he had guts that's why people loved him!
He was a cash cow that all he was great at he was a good fighter but in my eyes he is no where near all time great!

Yes, if a boxer a fighter chooses to fight the best fighters in the world then, he can
say he fights the best fighters in the world and doesn't "duck" anyone. For example,
"The Golden Boy" Oscar De La Hoya who is a retired boxer and now promoter with
Golden Boy Promotions. Oscar fought the best in the world. If you take a look at his
resume he fought Manny Pacquiao, Floyd Mayweather Jr., Bernard Hopkins, Shane
Mosley (Twice), Fernando Vargas, Felix Trinidad and Julio Cesar Chavez Sr. plus a
entire list of elite boxers ranked in the top 10 even though he lost the majority of the
mega fights he never backed down and he was always up for the challenge. He has
always strived himself to be the best and fight the best. He had some controversial
wins against Pernell Whitaker and Felix Sturm then, again he had one controversial
loss on his record the re-match with Shane Mosley in 2003. His record (39-6) Oscar
has the heart of a champion, he's a warrior and he's a legend in the sport of boxing.

I don't know how can you people say Pacquiao is the greatest of all time if he's fighting weak competition? Exactly. But he's done a lot in the sport, came up from a small weight class and fighting at Welterweight now. First ever to win 8 belts in 8 weight classes.

He is considered an all time great simply because he didn't duck anybody. He also was a very exciting fighter to watch and that's what made him famous. He was the kind of fighter that you thought would win but surprisingly doesn't. DLH was also regarded as one of the best because he was able to fight at different weight classes which gave him more options and his fans could see how he would perform against different fighters weather it would be against a smaller fighter or a larger one. His fighting style was also flashy and sometimes effective.

Because he is a ten time world champion in six different weight classes and holds wins against some of the biggest names in the sport. Also in terms of his losses I personally don't count the robbery of the Trinidad fight and the losses to Shane "Steroids" Mosley.

I personally wouldn't call him an all time great because he lost most of his fights against the very best opposition as you say, some do consider him an all time great though because of his popularity.

He fought everyone who was anyone, that is what a champion does. As for an all time great, the jury is still out, he was good, but just exactly how good is still an argument.

Interesting question.I think there's a list of great fighters then there is a list of the greatest fighters and in my opinion he is on the great list if you know what i mean!

I don't consider ODLH to be an all-time great, to me, he falls just short of that level.
That being said, in his prime, he was very entertaining and well worth it when it came to PPV buys.
