my friend flashed a cashier in return for 4 cookies...

    When you did that, you committed a crime. But it appears that the person who had to see it declined to cause trouble.

    Lets say that this comes up again for you...Someone offers this. Then they can still turn around and get you in trouble. they may have just been trying to trap you. So are a bunch of stale chemical ridden cookies worth a huge fine, and a night in jail?

    I'd say in a way, it's not an actual sexual activity but it is doing something in a sexual manner for something in return.
