How much would if cost to ship a pallet to Madrid?
How much would it cost to ship a pallet of personal effects from San Francisco, USA to Madrid, Spain. Say, about 300 pounds/140 kilos. I don't care how long it takes - I just want to get some stuff there. What is the cheapest way to get stuff there?

What you want is a freight consolidator and you should find several in the San Fran phone book. They pack your items into containers shipped by freighter (boat). The trip through the Panama canal to Europe will take about three weeks and the wait for one headed to Spain could range from a few days to a few months.
They charge by volume not weight, so if you're shipping books you'll pay around a hundred bucks but if you're sending bean bag chairs it's going to be a couple thousand.

You need to contact shipping companies. Try some internet searches with terms like:
freight forwarding
international shipping
international freight
and so on. I am sure those will turn up many ways to get in touch with shipping companies how can do that. Many may even offer quotes from their web sites.

Check with local movers that are tied in with big national firms; Mayflower, Allied, etc They should be able to give you a quote.
