Depends on what you consider "worst". Despite the other answer about Arizona, I've lived there and loved it - even the desert portion...it is a mountain state, believe it or not. I'd also take New York State's rotten winter weather over the ghastly heat and humidity of Florida, Mississippi and the entire gulf coast.
New Mexico was a fabulous place to live, despite being as "deserty" as Arizona in regions south of old Rte 66. I could sit on my patio on Christmas day in my shorts sipping iced tea and looking up at the snow-covered Organ Mountains to the east of Las Cruces - or I could dig out my skis and heat up to Ruidoso to visit the Ski Apache resort, where there's some of the best downhill skiing in the world.

yeah, it freakin blows in Iowa. I survive a river city and that they are merely beginning up to communicate approximately the place i'm from now that CR and IC have crested.
