These two category Stamp papers are meant to account for the revenue collected from people in two different heads of Account - 1. Judicial and 2. non-judicial. Something which has relation to the administration of justice, judicial papers/stamps are used. Some thing with which is related to the transfer of property, commerciall agreements, Power of Attorney etc, Non judicial stamp papers are used. Hope this clarifies your doubt.

Not franking but having a legal stamp (chop) on the paper, like a watermark. Judicial - meaning Justice So judicial means having the official watermark while non-judicial meaning no watermark on the paper. -

Judicial stamp papers are used to pay court fees for filing suits etc. Non judicial stamp papers are used to make agreements etc.

judicial stamp papers , my earlier answerer has already explained
non judicial stamp papers are required for agreements, sale deeds, power of attorney, and even wills
and nonjudicial stamp papers are only documents which can be registered and thus become valid legal documents
