It goes ABC, you check and deal with the airway, you do this by tilting the head back and opening the mouth this maneuver takes the tongue out of the back of the airway which is often the cause for breathing to stop when someone passes out. You then check the B for breathing, if they are not you may go ahead with what you have learned in CPR. C is circulation this is a pulse and it is also major bleeding. The issue with your sceniro is without blood your heart will stop beating as you will die, without oxygen your heart will stop beating and you will die. Ideally I would flag someone down to help hold pressure on the wounds and I would go about CPR.

How is the blood still coming out fast? More than likely their heart is not even beating at this point, meaning that they will not have any blood pressure to make the blood "come out fast".

It sounds like this person has little chance of living, but I would stop their bleeding first, and then try cpr.

If they have no heart beat, then they have no blood pressure, so they won't be bleeding. If they have no pulse and no signs of life you should perform CPR. If they do, then obviously you shouldn't, and you should try to stop the bleeding. But you can't bleed if you have no blood, besides a very small amount from gravity. When someone has no pulse or signs of life, you're first and only priority is CPR. No CPR, no chance of survival.
