Ron Paul just said on Fox," if the Federal Goverment takes in 2 trillion dollars why can't they spend?

2 trillion instead of 4 trillion. Does anybody have a answer?

    The reasons are simple. Congress and the president are always trying to come up with new program s to "help" people. All of these programs cost money and once a program begins it is near impossible to end it. They believe that a budget is written to spend every single penny of revenue or more. Then when something happens like a natural disaster or global conflict, they issue "emergency spending" and add to the deficit. This "emergency spending" is done every year so it should be included in the budget.
