Am I still covered by PayPal if my packs is held up in customs?

I bought an Android Tablet from a Chinese website. I paid with PayPal to be secure. But it has been stuck in customs for about a week now. I read online that PayPal will only give refunds up to 45 days. If my package is still in customs after that will I be able to get a refund from PayPal if the product is broken or missing?

Update:

Sorry I wasn't very clear.

The site I bought from give me a tracking number and I managed to track it from China, then I managed to track it to the Italian postal service, the postal service says that my package is in the customs office being processed. However in the mean time I read some bad stuff about the seller, and I am worried that there could be something wrong with the package or the tablet.

So my question is that if customs (in Italy they are very slow, sometimes months) keep my package for too long would it invalidate my later claim against the seller who was paid with PayPal, as I read that PayPal have a 45 day limit.

No. Customs is not Paypal's concern.
