Replace the fuel filter do not try and clean it. If the fuel is gelled add some 911 and fuel additive that lowers gelling temperature. Fill filter with fresh #1 diesel fuel or half 911 and #1 diesel fuel.

Don't bother cleaning it, just buy a new fuel filter. It's a good idea to do even if that winds up not being your problem. Make sure you fill it with diesel before you put it on or you may have to bleed the air out of the fuel system before it will start. Make sure you are getting fuel pressure after that. A bad fuel pump could be your problem too.

You don't clean a fuel filter, especially on a diesel, you replace it. And make sure you drain any water from the filter or fuel / water separator. Also, you may have a bad injection pump. That's where my suspicion goes to first.

only replace filters-often. Check compression. check head gasket for leaks and cooling system for freezing damages. Bad filters will make diesel smoke black. So will bad rings. Check sump oil level every day until you KNOW how much is being used-old diesels will run very well on the sump oil til it's dry-then .......
