What is the name of that old children's show with an artist and his giant paintbrush?

He always skips around with a giant paintbrush and he likes to draw neat pictures. As he draws, he lets the viewers watch him from beginning to end as he describes what he's doing. I believe he also goes to a house, and in this house, there is a talking flower on his window sill and talking paintbrushes in a cup? I used to watch it during the 90's, but I forgot what it is called. Any help will be greatly appreciated! :D
