Most shredders have a reverse setting. Try this and it should clear the jam.
If it doesn't have a reverse setting then it's probably a really cheap piece of junk to begin with. You'll spend more repairing it than you would if you just bought a nicer unit.

You can always get out the screwdriver and take it apart. Clean out the gears and then re-assemble it.
