what's the best way to let a guy you know that you have always liked him with out coming across as desperate?

ask him out lol. That is not desperate at all, don't worry if he rejects you, then you would be saving yourself a loooot of time in finding out if he liked you or anything. I recommend to go eat somewhere, not a movie because in a movie theater you do not talk at all.
