I want to create and compile applications in wpf, using Microsoft Expression Design. Can I do that in Expression Design without having Visual Studio installed on the machine? It just seems like a very small application, the CD only takes around 200 MB for the entire suite, which is very small...

Microsoft Expression Blend (not Design) and Visual Studio are both pretty much capable of doing the same things. Blend focuses on editing WPF in a graphical way and has some ability to edit source code. Visual Studio focuses on editing source code and has some ability to edit WPF.
So yes, you can build applications using Expression Blend alone.
(Expression Design is a picture editor, not a WPF editor.)
