GUYS: Is it rare to score a lady 10/10?

I think I have rated only one girl a 10. I will rate a lot of girls cute 7's, but just becuase they are a little more then average doesnt mean I would date them. I have rated a few girls 9's before. One of the girls I like right now is between a 6-7. I really dont care she is around average or a little less. I just love her bubbly personality. It means lively.
